PROJECT STATUS

This 3R EU-FP5 Multi Fuel project and pilot plant test operations successfully ended in August 2005. The extensive engineering scale up works continued in 2006 and 2007, which resulted, that the 3R technology passed from late phase of applied scientific research phase to industrial demonstration phase.

The 3R technology has been licensed to an British - American environmental clean technology organization in June 2007 with clear objective to build up solid fuel pretreatment Clean Coal global network for energetic applications for the solid fuel power generation industry up to 300 MWe power capacity, including manufacturing of 3R industrial equipments.

The first 3R industrial demonstration plant - USA installation - is under construction in 2007/2008 with 30,000 t/year throughput capacity by a 26m lenght indirectly heated 3R rotary kiln vessel.

PROJECT BACKGROUND

The low temperature carbonization of low grade brown coals significantly reduces volatile matter and increases the carbon content of the feed material. During the preventive measure "3R" recycle-reduce-reuse technology carbonization pretreatment process the volatile compounds, - including moisture content, organics and hazardous air pollutants "HAP's" such as S, Cl and Hg, - are removed and treated in downsized process gas streams. The patented 3R solid fuel refinement pretreatment process provides significant technical advantages, such as safer, better, faster and less costly treatment of HAP contaminated flue gases and its residuals in downsized stream, resulting overall environmental achievements towards near zero emission targets. Due to the release of volatiles the cleansed solid fuel end product, called Clean Coal (CC), has higher carbon and lower S, Cl and alkali content.

The 3R process produces a high quality environmentally friendly CC, which is chemically similar to anthracite and can be utilized for combustion in small to medium sized coal fired power plants up to 300 MWe power capacity. This makes the 3R treatment of particular interest for combination of low grade coals - such as brown coals - and in combination with biomass. As most of the Western World's coal reserves are of low grade quality, the new 3R coal refining process extends the strategic local availability of the clean solid fuel streams for clean energy production and decreasing the oil and gas dependence as well.

Within the context of the EU FP5 NNE5/363/2001 project "TDT-3R Clean Multi Fuel" RTD project innovative carbonization rotary kiln and comprehensive technology has been developed and the CC end products combined with "multi fuels" has been successfully co-combustion tested in German test facility in 2005. The pilot test plant has been built in Hungary 2003-2005 and scale up pre design made for up to 560,000 tons per year brown coal feed stream throughput.

By carbonization pretreatment option increase in the calorific value is achieved while significant removal of the HAP's made before burning in the main boiler unit. Furthermore, feed flexibility and power plant efficiency are increased while overall power plant equipment corrosion risk and environmental load at the "end of the pipe" are decreased. The potential benefits of clean multi fuels include: turning low grade solid fuel into high grade - thus flexibly widen the selection of locally available fuel options-, very low water content, high heating value, low Alkali, Sulphur and Chlorine content, low cost and CO2 reduction potential. The low temperature carbonization treatment does increase the ash content, but it may also increase the ash melting point, and therefore make CC more suitable for combustion under conditions normally reserved for hard coal or anthracite, without danger of fouling and / or slagging of the boiler and heat exchangers.

The results show that the combined biomass feedstock quality can be considerably increased and emissions can be significantly reduced through the 3R preventive pre-treatment process.

The 3R "Clean Coal" technology offers environmentally sustainable and cost-effective alternative preventive pretreatment technology for the coherent and long termed integration of low grade brown coal and biomass feed streams into the modern and environmentally sustainable fossil fuelled clean energy markets in Europe and elsewhere world wide. The interlinked application of the new 3R process opens new technical and economical opportunities towards the near zero emission targeted safer, faster, better and less costly clean energy production in the solid fuel utilization industry.
